Abstract
Failure to implement and deliver oil projects on time and lack of profitability with business complexity and threats and opportunities that organizations face has made it difficult for them to achieve their predetermined and strategic goals, so organizations using guidelines step by step and analytical tools can act to better understand environmental conditions, understand strengths and weaknesses, prepare strategies, strategic plans and implement them, and by spreading strategic culture, the level of alertness, flexibility and adaptability of the organization in to increase due to environmental changes. Strategic culture as the foundation of project risk management is a method for managing threats, opportunities and responding to commercial and financial pressures and helps organizations to be more competitive through controlling, managing and organizing risk management activities better than traditional methods. Get traditional risk management. In fact, organizations that have a strong control system and a strategic culture of project risk management are able to face the threats ahead to achieve better financial performance.
