Abstract
Today's world is accompanied by increasing changes, the rate of acceleration of these changes is incredible and it affects people, organizations and societies in different ways. In the challenging environment of the new millennium, in the field of competition between organizations and companies, one of the components Increasing success for organizations is to focus on the task of strategic management of human resources. Controlling human resources gives the organization a competitive advantage. Meanwhile, human resources are more important due to their limitations. On the other hand, innovation is an important and vital factor for organizations in order to create sustainable value and competitive advantage in today's complex and changing environment. Organizations will be more successful by innovating more in response to changing environments and creating and developing new capabilities that allow them to achieve better performance. The purpose of this research is "innovation culture and strategic management of human resources in the public sector in the framework of employee ownership" research method. The research used in this research was descriptive and correlation-applied. Cochran's formula was used to select the sample according to the size of the population of 500 people, and we selected 217 samples as samples. The data collection tool was a standard questionnaire, the reliability of which was obtained using Cronbach's alpha of 0.94, which indicates the reliability of the questionnaire. There are positive and meaningful.
