Abstract
Cities are very important as the place where people gather, the place where civil life and the birth of citizenship are born. Iranian society has recently faced the phenomenon of the birth of urban life. Today, cities can be considered a place to produce citizens. Since the current urban life requires special laws and any shortcoming and ignoring the laws causes many anomalies in the economic, social and cultural fields, taking into account the complexity of the texture and structure of cities, life without laws Urbanization regulations are not possible in it. Therefore, this has created and strengthened the rights and laws of the city, citizenship and urban culture. In the meantime, citizenship rights to strengthen and support the interactions and relationships of urban organizations and institutions have been manifested for more than fifty years and have become a basis for citizens and urban management. Therefore, urban management is able to play a role by teaching citizenship rights and laws, adopting a citizen-oriented approach, reforming the administrative system and respecting citizenship rights, creating an atmosphere of dialogue between city managers and citizens, and non-discrimination among citizens. In addition, the role of citizens' participation in urban planning and management is undeniable, as the success of a project is largely dependent on the role of the people and their involvement in the programs. Therefore, determining the priority of urban plans, wants and needs in cultural and social dimensions is dependent on people's participation. The results of this research showed that one of the causes of people's non-participation in urban management is the wide class gap and their geographical location, along with neighborhood-oriented problems, non-continuity of neighborhood-oriented participatory planning and individualism, legal and political obstacles, another factor in the field of obstacles to participation. It is the people in the city management that has made participation a marginal matter. Therefore, it is necessary to formulate new policies that are appropriate to the current situation, to provide a suitable platform for participation at the associational, party and popular level.
